Why is it that in modern day India women wearing certain western attire are still considered to be "indecent"?

Democracy &freedom enshrined in the law of Indian constitution enable our Indians to wear modern or western dress with boldness, which our old orthodox men fume.Even when there is no obscenity in them ,May be some time the sick/intolerant/unsocial could consider it indecent.May be our uneducated people could look at it as indecent in villages as they are not used to shorts/half-sleeve shirt.
